With a powerful enough telescope, could we look back in time and see the birth of our own galaxy?

No, because we are on the wrong side of the 'image'. If we were in a galaxy located, say, 10 - 15 billion light years away, and looked back towards the Milky Way, we would see the light from it as the Milky Way was 10 - 15 billion years ago. But we ourselves cannot see this image.
